Can i use my pc while defragging my hard drives if my boot drive is a ssd. The hard drives are for storage completely. I have no applications or games installed on them that are in use.

Yes, you should be able to use your PC while defragmenting.

However, defragmenting is only relevant for HDDs. Defragmenting an SSD provides very little benefit and pretty much only shortens the lifespan of your SSD (read/write cycles).
