3 year-old build--need advice for upgrades

The link above is the parts list for a computer I built for my son for gaming about 3 years ago. It has been very stable and fast. I would like advice on what to upgrade to enable him to keep playing new games at the fastest/highest settings.

If I get a new CPU, will I be able to reuse the CPU cooler or will I need a new one?

I'd like to spend less than $400.

Just get a new GPU, everything else is great in the build. Get a GTX 1070 or you could wait to see what AMD offers soon.

CPU cooler fans last until they break. But obviously, reapply the thermal paste when you're rebuilding this PC.

I would upgrade to an i5-6500 and a GTX 1060 3GB.
