Yes definitely.

You don't need more than 32GB of Ram for Lightroom even at the worst case scenario.

But a RTX 2060 would be the better option.

now also it will depend on HDR or Pano merge. also what other software is being used to. 2 other things i want to point out. if person is doing a ton of editing etc. you really need to set up a raid sdd combo. to cut cute down the life of a ssd.. then use the 4tb is archive storage. i would really check to see if the heat sink will fit with the ram size their. last you could do a amd build a bit cheaper. but again depends on cost,performance and your usage.

Only if you want to make use of the new "enhanced detail" mode in lightroom, it's the only situation where a higher end GPU makes a meaningful difference in this application, otherwise 1660 is fine.

On a longer timeline, if Adobe begins taking advantage of the "RTX" special capabilities for a broader range of manipulations, then the advantage of the 2060 may become more pronounced over time. I wouldn't hold my breath, but who knows....

Yes you could just go down to the GTX 1660Ti and a i7-8700K.
