I haven't built a computer before and i would like to have a good desktop computer to play runescape and league of legends with perfect FPS and will be able to stream if needed. It would be nice to be able to dual monitor and keep the build around $600.

a 600$ build with dual monitors is not easy if you need everything but this will play LoL fine and i cant imagine runescape is demanding.

Pick your own monitors, keyboard, mouse, speakers and operating system. Here is the box with the important parts in it that will play both games at or above 60 FPS on a standard 1920x1080 resolution monitor. It's a good thing your games are not very demanding, otherwise the budget would be too small :D

How about this version of your build? Would 7770 be to much for 5350?

That depends on the game, screen size/resolution/refresh rate, and image detail settings. The part list I made assumes the OP will only ever play the two games mentioned and nothing more.

If you are playing the same games at the same resolution, then I would say no...the 7770 is not too much for the 5350 cpu though I'd expect there'd be a limit to how far you could go with post-processing and the like due to the limited vram.
