Radeon gives you better performance in DX 12 and Vulkan, so the 1060 lags behind it in the games w/ the new APIs

You could have saved some money by going for an i3 rather than an i5, but otherwise this is a great PC
It's still a risk that must be known.
I get all the other claims except for the PSU, the PSU is fine for OCing, I've only got 650 watts and I'm still running at 4.4 GHz, plus there is a boost in speed with the 7600k, and if your friend decides he wants to OC he can just switch out the mobo instead of the CPU and the mobo.

Watercooling can be dangerous, but you don't need it.
Why get the 7600 when you can get the 7600k instead?
This is a pretty good build, the only thing I would change is going for an RX 480 rather than a GTX 1060 simply because it will get better performance on most games.
Get an i5-4690k and OC it. Then get a GTX 1070, it's a great card that will suite all of your needs.

It sits just fine, just make sure to put it in before you install the cooler, but if you have some tall RAM, it might not fit so well.
It's fits on just fine, I had it off because I still had some finishing touches to do.

I've OC'ed my CPU to 4 GHz, but I haven't got the OS yet so I'm not sure if it's stable.
The Noctua was easy to work with and I got their Thermal paste with it so I'm happy, it idles at 20-23C and is dead silent with the case open
Personally, I would have upgraded to a GTX 1070 because of the extra power for 1440p but this build is still pretty great +1
