plus the psu is only 350w and i doubt its even 80+bronze, he added a WiFi adapter, and i cant find if the ram in amazon is 1600 its probably 1333

i would go with the c720 after watching a review on both of them. 720 seems to last for a long time, it wont be to slow and battery will be important for netflix if you cant find a place to charge it

you will need one to install games from discs and to install windows if you do not have access to another computer and usb drive, you can get them cheap a 15$ one will do just fine

amd is not that bad i had a crap 10$ cooler cooling my fx8320 for awhile til i bought a evo and the evo is doing a great job, it would help to know the temps you are reaching under load. but a noctua cooler is on par with most of the closed water loops

well when its basic computers i doubt the power supply you need will even fit inside that case and its doubtful if it has a place for a wireless card and a GPU, it would be better to build what you have planned because most likely you will have to buy a new PSU, case and mobo and cpu cooler
