Really because I own a gtx 1060 and I notice GAME fps get better every driver update, so I guess both do improve performance over time

and i don't know what your system storage is but get an ssd last of all your upgrades if you do not have one or are running out of space and hate loading screens
i recommend you look up a youtube video of a pc of your price range before building again because this is umm... how do i say... a very strange build. not to say its not good for a budget its just questionable for what parts you bought. I would have recommended a gtx 1050ti which is best performance per price graphics unit on the market, in other words its cheap and it does good pc gaming. but you are to late and it is time to do some upgrades. first the cpu is bottlenecking the system... LIKE ALOT. I recommend an intel core i5 around 200 dollar price range, get one with a K after it. For example: i5 6600K. this means you can overclock the cpu making it even more powerful. if you sell cpu and motherboard you will have majority of money to upgrade, i recommend a slightly cheaper motherboard with good reviews. Next will be case upgrade, again sell the case and buy something slightly cheaper, maybe something from corsair. Next upgrade to a gtx 1060 as it doubles performance of the gtx 960. then you should be good gaming wise for a long time. 32gb of ram seems excessive but is 100% future proof. I'm open to judgement so tell me please if you disagree with one of my statements.

My card that's founders edition runs around high 60 to low 70c on Max settings, may be a issue with fan or even drivers, but you should be fine if it's in the 80-82 range
